The Subcommittee, chaired by Rep. Paul Mark and Sen. Eileen Donoghue, held hearings around the state, at which numerous PHENOM members testified. While we believe the recommendations in this report are not nearly ambitious enough, the report describes the crisis well and offers some interesting suggestions. PHENOM hopes to release an independent economic analysis on the causes and consequences of student debt in Massachusetts later this year.
